Atlantic Shores Bids into New Jersey’s Fourth Offshore Wind Solicitation

New Jersey’s first offshore wind projects will power more than one million homes

Atlantic City, NJ (July 10, 2024) – Today, Atlantic Shores Offshore Wind (Atlantic Shores) announced it has submitted a proposal into the Fourth Offshore Wind Solicitation (NJ4) featuring projects positioned to be first to deliver offshore wind energy to the State of New Jersey.

The unmatched maturity of Atlantic Shores Projects 1 and 2 make these projects best positioned to deliver safe, reliable, renewable power in support of New Jersey’s goal of achieving 100% clean energy by 2035 and 11,000 megawatts of offshore wind installed by 2040. Combined, these projects will generate more than 2,800 MW of electricity, enough to serve more than 1 million New Jersey homes. If selected, Atlantic Shores Projects 1 and 2 will be the first movers for New Jersey’s offshore wind industry and enable all future offshore wind projects to be delivered later this decade.

The distinct advantages of an advanced permitting program, combined with an array of critical near-term supply chain investments and a mature interconnection plan, make Atlantic Shores Projects 1 and 2 the most competitive and deliverable projects proposed in NJ4.

With more than five years of stakeholder engagement and more than 40 environmental studies completed, Atlantic Shores Projects 1 and 2 offer an unrivaled measure of certainty for clean energy infrastructure delivery. The proposal submitted into NJ4 provides a more resilient, competitive, and sustainable path to anchoring New Jersey’s thriving offshore wind industry, enabling the near-term creation of thousands of in-demand jobs and acceleration of billions of dollars in supply chain investments being made in the Garden State.

Earlier this month, Atlantic Shores Projects 1 and 2 received their Record of Decision from the Bureau of Ocean Energy Management (BOEM), a major milestone under the National Environmental Policy Act (NEPA) concluding the rigorous evaluation of their Construction and Operations Plan. Full federal and state permit approvals for both projects are expected by the end of this year.

In addition to an advanced permitting program across both projects, Atlantic Shores Project 1 recently selected and started work with nationally recognized, New Jersey-based infrastructure firms Riggs Distler to lead the Cardiff substation expansion program and Creamer-Jingoli to engineer and design the export cable route running from landfall in Atlantic City to the electric grid point of interconnection in Egg Harbor Township, Atlantic County.

With rising energy demand in the region and grid operators forecasting electric load growth of nearly 40% over the next 15 years, Atlantic Shores Projects 1 and 2 will not only help the State achieve its renewable energy goals, but will serve to diversify the electricity supply, increase electricity reliability, and reduce greenhouse gas (GHG) emissions by the equivalent of 1.4 million passenger vehicles every year of the combined life cycles of the projects.

 Atlantic Shores Wind Project 1 and 2 will power more than 1 million homes

Atlantic City, NJ (July 2, 2024) – Atlantic Shores Offshore Wind (Atlantic Shores)announced that the Bureau of Ocean Energy Management (BOEM) has issued its Record of Decision (RoD) for Atlantic Shores Project 1 and 2.  

New Jersey has established the goal to achieve 100% clean energy by 2035, with offshore wind projected to create 11,000 megawatts of power by 2040. Atlantic Shores Project 1 has an offtake agreement to generate 1,510 MW of offshore wind energy, enough to power over 700,000 homes. Combined with Project 2, the entire lease area will produce enough clean energy to power more than 1 million New Jersey homes.

New Jersey-based company will design, engineer and install major electric infrastructure upgrades to enable the delivery of clean energy to 700,000 homes

Atlantic City, NJ (June 25, 2024) – Atlantic Shores Offshore Wind (Atlantic Shores) announced that Riggs Distler & Company, Inc. (Riggs Distler) has been selected to lead the Cardiff substation expansion program for Atlantic Shores Project 1, New Jersey’s first offshore wind project.

Riggs Distler, a Centuri company, is one of the largest union utility, mechanical, and electrical contractors in the United States with a growing portfolio of work in emerging clean energy technologies. With its corporate headquarters in Cherry Hill, NJ and multiple offices across the Garden State, the firm brings over a century of local market experience.

Atlantic Shores Project 1 will deliver 1,510 megawatts of clean energy to the State of New Jersey. The project will generate enough safe, reliable, renewable power to serve more than 700,000 homes while contributing nearly $2 billion in the Garden State economy.

The contract scope includes the engineering, procurement, construction, and installation of all new electrical equipment for an expansion of the 230 kV Cardiff Substation located in Egg Harbor Township, Atlantic County.

The expansion work includes site preparation and the construction of a new electrical enclosure and control building to house a 230kV gas insulated switchgear (GIS) with associated controls. Other improvements include outdoor electrical equipment, 230 kV duct banks, cable trenches, ancillary/auxiliary equipment, and site fencing.

These necessary upgrades, identified by the regional transmission operator, will create the point of interconnection to bring safe, reliable, renewable power from Atlantic Shores Project 1 onto the local electric grid.

New Jersey-based joint venture will support engineering & design of onshore export cable route expected to deliver clean energy to 700,000 homes

Atlantic City, NJ (May 22, 2024) — Atlantic Shores Offshore Wind (Atlantic Shores)  announced that Creamer-Jingoli has been selected to engineer and design the full onshore underground cable route for Atlantic Shores Project 1, New Jersey’s first offshore wind project.

Creamer-Jingoli is a long-standing joint venture between two of the top contractors in New Jersey: J. Fletcher Creamer & Son, Inc., based in Hackensack, and JINGOLI, based in Lawrenceville. Both known for their commitment to safety, operational excellence, and community development, J. Fletcher Creamer & Son and JINGOLI are nationally recognized infrastructure services providers bringing over a century of experience delivering major infrastructure projects across the region.

Atlantic Shores Project 1 will deliver 1,510 megawatts of clean energy to the State of New Jersey. The project will generate enough safe, reliable, renewable power to serve more than 700,000 homes while contributing nearly $2 billion in the Garden State economy.

The early works contract scope includes detailed design for the 12 miles of underground infrastructure running from the project’s landfall in Atlantic City to the point of interconnection in Egg Harbor Township, Atlantic County.

Atlantic Shores Offshore Wind submits offshore wind project bid in New Jersey

The developer seeks to expand on its first project approved in 2021

ATLANTIC CITY, N.J., Aug. 4, 2023 /PRNewswire/ — Today, Atlantic Shores Offshore Wind, LLC (Atlantic Shores) a 50:50 joint venture between Shell New Energies US LLC and EDF-RE Offshore Development, LLC (a subsidiary of EDF Renewables North America), announced it has submitted a proposal to the New Jersey Board of Public Utilities in support of the state’s bold, ambitious goal of reaching 11,000 megawatts (MW) of offshore wind energy by 2040.

Atlantic Shores has three offshore wind energy lease areas totaling more than 400 square miles under active development. Two of the lease areas are located approximately 10-20 miles off the coast of New Jersey between Atlantic City and Barnegat Light, with a third lease area located in an area of the Atlantic Ocean known as the New York Bight.

If selected, Atlantic Shores would supply renewable energy to hundreds of thousands of New Jersey households beyond the 1,510 MW already being delivered as part of Atlantic Shores Project 1.

“Today’s bid submission marks the culmination of over four years of dedicated planning and research by the Atlantic Shores team to deliver the most economically, environmentally, and socially responsible renewable energy solution for New Jersey,” said Joris Veldhoven, Chief Executive Officer, Atlantic Shores Offshore Wind. “We are thrilled to be on the forefront of New Jersey’s clean energy transition, taking on a leading role in assisting the state to achieve its 11,000 MW offshore wind target.”

The distinct advantages of Atlantic Shores’ advanced permitting program, combined with a total resource capacity of more than 5,000 MW across its portfolio, result in the developer offering New Jersey the most “make-ready” proposal available in the third offshore wind solicitation.

Atlantic Shores has also submitted a prebuild infrastructure (PBI) bid. The unmatched maturity of the proposal to the State of New Jersey, including the PBI bid, provides a measure of certainty for on-time clean energy infrastructure delivery that can also accommodate multiple construction timelines from other projects selected in this solicitation or future ones.

In addition to being best positioned to deliver and deploy offshore wind resources to meet New Jersey’s goal of 100% clean energy by 2035, the Atlantic Shores proposal also expands and enhances existing strategic partnerships with research and monitoring initiatives, while growing its significant portfolio of local economic investments in communities across the Garden State.

July 21, 2023 (Atlantic City, NJ) – Representatives of Atlantic Shores Offshore Wind Project 1, LLC (“Atlantic Shores”) will hold a public scoping hearing at the Council Chambers at City Hall, located at 1301 Bacharach Blvd, Atlantic City, NJ 08401, on Thursday, July 27, 2023, at 6:00 p.m.

Atlantic Shores has contacted the New Jersey Department of Environmental Protection (“Department”) proposing subsurface diversions of parkland for the installation of underground utility facilities and associated activities in connection with the proposed Atlantic Shores Offshore Wind Project (the “Project”).

Atlantic Shores is in the process of acquiring various properties, permanent rights of way and easements needed to install underground cables and related infrastructure in connection with the Project which will be necessary for the transmission of offshore wind generated energy to the electric distribution network.

The purpose of the hearing is to receive public comment on the proposed diversions of the following Atlantic City, New Jersey properties:

  • 1.70 +/- acres of parkland located at Block 1, Lots 53-60 under the Atlantic City Beach in an area between South Texas Avenue and Iowa Avenue
  • 0.32 +/- acres of parkland located at Block 370, Lots 1, 1.01, 2 and 2.01 under portions of property at the intersection of Fairmount Avenue and Sovereign Avenue
  • 0.44+/- acres of parkland located at Block 794, Lot 1 under a portion of property located at Bader Field, at 545 Albany Avenue

The properties discussed above are encumbered by NJDEP Green Acres restrictions and owned by the City of Atlantic City, and therefore require applications for a major diversion to the Department, Green Acres Program, for approval by the Department’s Commissioner and by the State House Commission. A public scoping hearing is required by Green Acres’ regulations prior to the submission of any formal application for the diversion of parkland.

All interested parties are invited to attend and participate in the scoping hearing at the date, time and location noted above. Public comments will be accepted at the Scoping Hearing.

Atlantic City, NJ (May 17, 2023) – Atlantic Shores Offshore Wind is pleased to announce that Joris Veldhoven, CEO, Maguette Fall, Interconnection Manager, and Crystal Pruitt, External Affairs Lead, and have been recognized on ROI-NJ’s list of Energy and Utilities Influencers.

ROI-NJ annually releases lists of New Jersey’s most prominent figures in several respective fields. This is the first iteration of the Energy and Utilities influencer list.

As CEO, Joris Veldhoven is instrumental in delivering New Jersey’s largest clean energy project. Prior to this role, he worked at Shell New Energies Wind as a global wind supply chain manager and held various commercial roles in the Netherlands, Norway, and the United Arab Emirates since 2007. With over a decade of experience in portfolio management, planning, and supply chain management, he managed Shell’s relationships with major supply chain partners in the wind industry.

Maguette Fall, Interconnection Manager, is a dedicated professional with engineering experience both internationally and within the United States. Before joining Atlantic Shores Offshore Wind, she spent 10 years as a staff engineer and project manager at PSEG.

External Affairs Lead Crystal Pruitt brings a wealth of experience from her prior roles in state and local government, having served as chief of staff to former Assemblyman Andrew Zwicker and deputy director for the Office of Clean Energy Equity within the New Jersey Board of Public Utilities. Currently, Crystal serves as a Councilwoman-at-Large in Franklin Township.
